What is a Parish Council?
The Parish council is government at its most local level. Parish Councillors are elected by local residents for a period of office which is normally four years. Elections for Parish Councillors are held in May at the same time as other local elections for County and/or City Councillors and may also coincide with a general election. Co-options may be considered to fill vacancies which occur during the four year term.
Parish councils are answerable to their local community and to the more senior councils in their areas i.e. at county, city and/or borough level.

“I was born and brought up in Goosnargh and after a short stay in Fulwood then moved to rural landscape of Barton where I have lived for over 30 years.
My involvement in the village started with Barton Playgroup, then the PTA, school governor, St Lawrence PCC before becoming a member of Barton Parish Council. I work fulltime in further education at a local college but still find time to stay in touch with local issues.”

Trevor has been on Barton Parish Council since 1984. He has spent most of his life in Barton, farming at Bell Fold Farm. He has been a school governor at St. Lawrence Primary for many years and is currently Chairman of the Village Hall Committee.

Clerk to the Parish Council

The duties of a Parish Clerk comprise summoning and attending meetings of the parish council; keeping the council minutes; taking charge of the council books, deeds, documents and correspondence; keeping the accounts of the council and liaising with the auditors as required.
